There's another demon there, Lilith, that runs the place - though she isn't affiliated directly with the rest of Hell that runs the games.

Mythologically - she was supposed to be the first wife of Adam but told him to go fuck himself and became a demon instead.

For here - who the fuck knows. All we know is she is powerful and commands the respect of everyone in the casino.
