Police androids aren't usually given that kind of responsibility. Remembering it now, I know I was sent in because I was the best equipped to handle the job, not because I was expendable.

I'm as good as I'm programmed to be. It's not as if androids get promotions. So what happened to prompt the creation of something like me, when it isn't standard?

An asshole on a power trip. A megalomaniac who wanted to prove androids could surpass humans. Some brat who wanted to show of their engineering skills. Or sure, maybe some bright-eyed naive fool that wanted to bring love and peace to the world.

How does that change anything about you?

It's hard to say until I know more, but if it was any of the reasons you described, aren't you worried I could be a danger to you?
