That's just a life-size statue of him. He has his arms crossed with a familiar scowl, looking down at you (or at least if you happen to be shorter than him).

More importantly, right next to the statue, there is an Angel just sitting in a golfcart with arms similarly crossed, though she seems much more deep in thought.]
