[He looks a bit frostbitten around the edges, but not nearly as bad as B or U. Also wet, because fountain, but that's a positive and not a negative.]

Water is definitely the best for that.

[Uhhhh pr...obably not badly?? They got in (prison) out of the cold pretty fast in his round... he's also got some partially healed burns from a couple games back. Singed AND chilled. He's wearing enough witch-y layers to hide the worst of it, though, so it might be difficult to tell.]
