Contradiction? I don't see it that way. As the Ultimate Supreme Leader of Evil, I should know better than anyone if an individual truly is carrying out a misdeed, right? So in a way, fewer people will be punished. If what they're doing isn't truly evil, there's no reason for my wrath to fall upon them.
