Silver and Whisky both 'work for' C. They call him boss or something. I don't really know what the deal is, I think it just means they look out for each other's interests. I don't know if their abilities are that useful... but they are pretty popular, and C genuinely cares a lot about Silver.

Abilities are low, social resources are higher. Looking out for Silver is definitely fairly important.
