Second, we need to talk to Wild City, though I'm fucking pessimistic we're going to be able to work anything effective out if Aries is so eager to kill a man without memories. But considering it was one of their own who took care of the revival, healing, and informing me -- it'd be spitting in their face to not at least make the effort.

If we ask for sort of recompense, then it will come from Wild City and not Aries - just like Aries directed me to his unitmates when I asked for payment to cover the cost of making his new arm.
A warning's not going to do jack shit against someone who's obviously doesn't give a fuck if he commits a murder on air.
And escalation is also not an option because then that just puts my unit at even more risk which is something that I refuse to do.
So my only real option is to go to Wild City and see if the rest of them have a solution that will keep Aries from attack Moreau again. If not, we equip Moreau with the proper defenses, and if Aries tries such a stupid stunt again, he'll have to deal with me personally.

I'm not against your current plan. It's basically what I did with Taisho. [except, more aggressively] You're right that holding the arm back's not going to do much but justify Aries's paranoid worldview.
Community pressure is the best solution, but the other units would have to take a stand, and we both know how much everyone hates that.

And I don't care about what the rest of units do. That's on them.
What I do care is that I protect the rest of this unit and keep that out of harm's way. So I'll go to Wild City and Aries first. Not as a warning, but as his last fucking chance. If Aries refuses and is willing to test the limits of what I'm willing to do after that, then he can fucking be my guest.

If you go in hard, he's just going to double down. Personally, I don't want to see them become more isolated from everyone else, because nothing good can come from that. It's obnoxious, but compromise if you can.

But know this. I already had to cut a stupid fucking deal with Wild City to even get a portion of what he saw after he killed himself in the Last Supper. If Aries and Haruto insist on fucking with my unit in addition my ability to get information about this fucking place, I'm not going to play nice.

Whatever Moreau's deal is, Aries genuinely sees him as a threat. You asked what my solution is? Contract them both. Moreau's not allowed to play with Wild City, and Wild City's not allowed to play with Moreau. They can turn into frogs or goats or get teleported into the lake if they look at each other for more than five minutes, whatever. Maybe you can subclause to get the rest of your info.
We could have just done that in the first place, if Aries had two braincells to his name.

I'll offer that up as a solution and see what contracts all parties are willing to sign. I'll be pleasantly surprised if that's all it takes to sweep this under the rug.
