It seems like Mehniel, the angel, slept through the fall of Heaven, and was surprised that the other angels had left without them. I think there were supposed to be seven others, but everybody was MIA. It also kind of sounded like Heaven wasn't exactly in on this graduation thing, though their power and influence might still be in effect, since the gates wouldn't have opened otherwise.
