Maybe?? I definitely remember thinking I didn’t have a quirk, and thinking ‘I can’t use it’ even in the sports festival, and... in Todoroki-kun’s memory it didn’t look like I had full control of it. I don’t know how else I could have gotten it though, quirks are genetic, it’s not like in comics where you can get powers through radiation or something. Until recently I thought I was trying to be a hero without one.
